This vintage Japanese tin flute whistle is 6.75 inches (17.2 cm) tall.   This whistle should make some kind of tune when you cover the three holes but aside from a weak windy sound I can't get tune out of it.  Colors and litho condition are fine but there is no real sound.
The whistle is decorated with a duck, comic looking tug boat, tulips, a bunny and a small ladybug.
